Multiple Subject Credential Program

Recruitment: Admissions:  Advising:  Monitoring: Final Clinical Placement:  Completion Check: Completer Follow-Up:

Student 1 met with a Kremen advisor to discuss credential program options. Applied and was accepted to the teacher residency program. However, the partnership was postponed, so Student 1 met with the advisor again to discuss options. She decided to continue in the campus evening cohort instead of delaying the start of the program by a semester. 

Student 1 also had frequent email exchanges with the advisor discussing credential program options. 

 

Student 1 was admitted to Fresno State on 10/19/2018 for Spring 2019. Admitted to the Spring 2019 Multiple Subject program on 10/01/2018 after submitting all admission  requirements: passing CBEST scores, passing CSET 101, 214 & 103 scores, a valid certificate
of clearance, verification of pre-program
field experience, two letters of recommend-
ation, an admission interview and personal narrative, a TB risk assessment, a mandated reporter training certificate, an advising sheet, a candidate commitment form and verification of completing the U.S. Constitution requirement.

Student 1 actively participated in the Multiple Subject Program Credential Orientations in Fall 2020 and Spring 2021. Student 1 actively participated in Tk20 training led by MS Coordinator. Student 1 received additional advising support from the LEE 160 course instructor where the instructor compiled questions from Student 1’s
cohort for the
MS Coordinator to answer.  Student 1 graduated from Brigham Young University, Idaho & requested advising on coursework that satisfied the U.S.Constitution requirement. Student 1 asked about the requirements for mandated reporter training. Student 1 participated on a student panel at the MS Program Meeting to share their experience learning during COVID-19 to
help faculty make adjustments to their practice to better meet student need.  

On 9/29/2020 Student 1 informed the MS Coordinator of their placement site’s return to in-person instruction for K-6 students and requested support on how the university plans to move forward with student teaching
if online teaching with our MT's is no longer an option. And, Student 1 asked about  how the COVID-19 Student Acknowledge-
ment of Risk form. MS Coordinator provided Student 1 S 2019 course registration information as the courses are hidden from students not in their cohort and require specific course numbers for registration. Student 1 caught an error in which the MS Coordinator was able to work with the Chair and DAA to resolve. On 2/22/21 the MS Coordinator followed up with Student 1 to let them know that they are working on additional supports for student teachers including simSchool. And, that their SimSchool accounts are set up now confirming that Student 1 received the login information email. On 11/16/20 Student 1 was notified that she was cleared for final student teaching. On 4/20/21 Student 1 requested advising on a possible part-time teaching 

Grade reports and maintaining a 3.0 to advance through the program.

Review and complete the Clinical Practice Agreement for initial student teaching (EHD 178) and final student teaching (EHD 170). Completed by Credential Student, Clinical Coach, and Mentor Teacher.

Credential Analyst emails all Program Completers to complete the CSU Program Completer Survey as part of their preliminary credential application; 

MS Coordinator emails all Credential Program Completers from the prior year to complete the CSU 1-Year-Out Survey. 


During the last two weeks of the program Credential students are asked to provide feedback on their experience in the program by completing a journey map.

Student 2 received a Fresno Teacher Residency Program (FTRP) recruitment email. 

Student 2 attended Fresno State Teacher Residency Information Session. 

No record of Student 2 meeting with Kremen advisor regarding the credential program. Student 2 met with the Professor-in-Residence of the Fresno Teacher Residency Program and the District Residency Program Coordinator.   

Kremen Advisors only have documentation discussing undergraduate degree progress.

One email correspondence with a Kremen advisor asking how they will know if their application was received.

Student 2 completed a FTRP district application and was invited to participate in an individual interview. Following the individual interview the district residency coordinator and Professor-in-Residence discuss any red flags based on the residency ‘Look fors’, review their GPA, and Whether they met the Basic Skills and Subject Matter Competency requirement.  Based on this debrief, Student 2 was invited to the FTRP group interview. Student 2 was conditionally accepted by the district to FTRP and then was provided advising on how to apply to the University in order to secure their spot in FTRP.   Student 2 was admitted to Fresno State on 04/16/2020 for Fall 2020. They were notified that they needed to reapply for Summer 2020 to be able to start with FTRP.  Student 2 was admitted to Fresno State to the Multiple Subject BAP Spanish program on 05/27/2020 for Summer 2020. Student 2 was admitted to the Summer 2020 Dual Mild Moderate program and the FTRP cohort on 03/29/2020. Student 2 submitted all admission  requirements: passing CBEST scores, verification of her Spring 2020 Liberal Studies degree (subject matter competency), a valid certificate of clearance, verification of pre-program field experience, two letters of recommendation, an admission interview and personal narrative, a TB risk assessment, a mandated reporter training certificate, an advising sheet, a candidate commitment form and verification of completing the U.S. Constitution requirement.

Student 2 actively participated in the Fresno Teacher Residency Program Orientation in May 2020 and Meet your Mentor and Co-teaching PL in August 2020. 

Student 2 was advised by the MS Coordinator and BAP coordinator in order to  determine which additional BAP courses they needed to take.

Since they only needed to take 1 more of the 5 BAP courses, Student 2 was able to move forward with coursework to each a Dual MS and ES/SPED credential as well as add on the Bilingual Authorization in Spanish. 

The PIR provided Student 2 with their Fall 2020 and Spring 2021 course registration information as the courses are hidden from students not in their cohort and require specific course numbers for registration.

PIR and MA in CI coordinator met with Student 2 to support their enrollment in the MA program. 

MS Coordinator and MA in CI Coordinator completed paperwork for unit overload so Student 2 could take MA courses while completing the credential program.    

On 12/10/20 Student 2 was notified that she was cleared for final practicum.

FTRP leadership provides a monthly newsletter to provide residents and mentor teachers with additional advising.

Two issues emerged when Student 2 attempted the FAST TSP. 1) There were concerns that Student 2 and another Student from FTRP copied each other’s lessons. The MS Coordinator and District Residency Coordinator met to discuss the situation to discover that the lesson plan similarities were due to the district pacing calendar, the fact that they were placed at the same school site and at the same grade level where the Mentors and Residents co-plan units of instruction during PLCs. The MS Coordinator and FAST Coordinator met with Student 2’s clinical coach to discuss and determine that upon close review, there was no cheating involved. And, a plan with FTRP to prevent this issue in the future was developed. 2) Student 2 did not earn a passing score of 2 on each item of the TSP Rubric. Student 2  met with the FAST Coordinator  and her coach to review the FAST manual prompts, scoring rubrics and scores. Student 2 was supported by helping her to understand that the TSP is a project that builds upon each section. The FAST Coordinator and clinical coach reviewed the prompts with Student 2 and helped them better understand the expectation within each section of the assessment. Student 2 was rushed to finish her project and overwhelmed with getting a late start with their final student teaching placement in face to face instruction. Student 2 was given an opportunity to revise their TSP and have it rescored.

Application received on 6/22/21 and processed on 7/6/21.  Credential was issued on 7/8/21.

RICA has not been passed and this is indicated in a separate COVID exceptions database.

Credential Analyst emails all Program Completers to complete the CSU Program Completer Survey as part of their preliminary credential application; 

MS Coordinator emails all Credential Program Completers from the prior year to complete the CSU 1-Year-Out Survey. 


MS Coordinator also receives feedback from district partners on program completer progress through the induction program. 

During the last two weeks of the program Credential students are asked to provide feedback on their experience in the program by completing a journey map.

Partnership Coordinator and District Residency Coordinator ask FTRP residents to complete exit surveys and participate in interviews.

Student 3 met frequently with advisors before beginning the program in 2013 and upon facing some challenges while enrolled in the program in 2014.  Student 3 graduated from Fresno State in Fall 2014 with their Liberal Studies degree. On 11/30/13 they applied to the Education Specialist Mild Moderate program for Spring 2014 and withdrew their application on 12/17/13. On 1/8/14 they applied to the Multiple Subject program for Fall 2014 and were denied on 8/20/14 because they had not met the basic skills and subject matter competency requirement. Student 3 applied to the Multiple Subject program on 11/30/15 for Spring 2016 and was provisionally/conditionally admitted on 1/14/2016. She passed the CBEST to meet the basic skills requirement on 9/26/15 but was admitted without passing CSETs. All other required application documents were submitted. They completed all coursework except final student teaching by Spring 2017. In July and August 2020 they became subject matter competent by passing the CSETs and returned to complete EHD 170 Spring 2021 after submitting updated application documents.

Student 3 received a letter regarding her no-credit in EHD 178 during Fall 2016. Their special consideration request to repeat EHD 178 was approved and they received credit for the course in Spring 2017. Student 3 received notification that they were not cleared for final student teaching Fall 2017 because they had not met the subject matter competency requirement (passed the CSETs). On 11/1/20 Student 3 was advised to create a TK20 account and apply for EHD 170. 12/7/20 they received notification that they were cleared for final student teaching for Spring 2021. 

Student 3 had to delay continuing the program because they had not yet become subject matter competent by passing the CSET. Student 3 met with an advisor to discuss options when 1) failed clinical practice and had to retake 2) could not advance with the program because they had not passed the CSET 3) sought advice about how to return to the program. After a delay of approximately 3 years, Student 3 passed the CSET thereby becoming subject matter competent and re-entered the program.

As part of the pre-2017 redesign, Student 3 attended seminars on campus from January 17 through 23rd.

Student 3 returned due to not being subject matter competent (repeated EHD 178 in Spring 2017).

Bilingual Authorization Program

Learned about BAP from academic advisor (during credential program Fall 2020) Candidates must apply for admission into the Multiple Subject Credential Program to attain their BAP. The admission process uses the following criteria:
Cal State Apply application (university application), and the following credential application materials: basic skills and subject matter competency results, certificate of clearance, pre-program field experience hours, 2 letters of recommendation, admission personal narrative and interview, TB risk assessment clearance, mandated reporter certificate, and unofficial transcripts 
Meet with program coordinator to learn about all pathway options for attaining bilingual authorization. Knew she would not be able to complete program via coursework pathway only and devised plan for her to do mix of coursework, CSETs, and waiving courses due to AP credit.  Program coordinator kept in touch frequently to monitor her progress. Coordinator checked transcripts for course completion, and asked for official scores of CSET subtest. This candidate was in the dual SPED and MS evening cohort of our credential program and was not able to complete any semester of student teaching in a bilingual/dual immersion classroom. Her clinical practice coach was not bilingual.  Upon completion of program, coordinator does a final verification of successful completion of all program courses, the candidate receives the link to the completer survey. 
At the end of each semester, Credential Analyst is provided a list of candidates who completed all the required coursework for the BAP for that term. 
One year+ survey will be sent to alum once they are at least one year out from completing their program.

Educational Specialist Credential Program

Student 1 was recruited in his junior year (spring 2012) in his SPED 120 by Coordinator. 

Student 1 met with Program Coordinator on 02/025/2017 for a pre-admission orientation and Q & A for both programs. The orientation included an explanation of coursework, clinical practice options (student teacher or internship) and program expectations. 

Student 1 applied on 04/03/2017 for admission to Dual Mild/Moderate Credential program.   

 

His admission packet was reviewed by the Credential Admissions Analyst, who verified that all application requirements, including Basic Skills and Subject Matter Competency, had been submitted and met. Student admitted to program on 04/12/2017.

On 05/16/2017, Student 1 met with the Coordinator to discuss changing his credential pathway to Education Specialist Mild/Moderate and the change was approved.

On 06/21/2017, Coordinator sent  a welcome letter and an invitation to attend the new admit welcome orientation.

 

Student  1 attended new admit program orientation with Coordinator, where he received a copy of the advising form, and was informed of required coursework for all programs, program expectations, progress monitoring and additional requirements to obtain the preliminary credential at the end of the program 

Six additional  advising sessions (05/10/2017, 08/26/2017, 04/12/2018, 02/21/2018, 04/03/2018, 02/04/2019) with Coordinator were held across the arc of the program: to adjust course load; prior to accepting a special education teaching position in a partner district, to discuss internship; to discuss his request to change credential pathways; to brainstorm solutions to issues encountered while teaching; and 

to explore options for funding, scholarships and grants;  and for recommendation letters.

Assessment data (CBEST, CSET, SVP, RICA) verified and monitored.

Scholarships awarded: LARCs, TEACH, Kremen Alumni. 

Monitoring: (1) Feedback given for each signature assignment in every course. (2) Formal and   informal clinical  observations with debrief feedback received from University Coach for six lessons, on the Mid-Term Evaluation and on the Final Evaluation in each clinical experience.

Student was cleared for final practicum on 12/18/2018, having all requirements including:

Passing grades ‘C’ or higher in prerequisite, Phase 1 and Phase 2 coursework. GPA above 3.0 (his was 3.45 GPA). Passing scores on Basic Skills and Subject Matter Competency.

Submitted an application in Tk20 within the timeline the semester prior. Had a  

Valid Certificate of Clearance.

 

In student 1’s final semester of the program, Coordinator checked the candidate’s transcripts again to verify that all coursework and exams were passed. Coordinator also reviewed report of final semester grades once these were posted.

Student 1 was an intern from 08/01/2019-06/02/2020.

Completed the program coursework at the end of spring 2019. He remained enrolled in clinical practice for internship fall 2019- spring 2020 due to not passing the RICA exam.

 

Upon completion of the second academic year of clinical practice (internship), student passed the RICA exam, applied for, and was granted the Preliminary Education Specialist Mild/ Moderate Credential. 

Coordinator followed Student 1 for two years after program completion.

Student selected for a district partnership  program in August 2018.

Fifteen additional  advising sessions with Coordinator held from Sept. 2018- May 2020.

Spring 2020: SPED 176 placement in high school Moderate/Severe Life Skills self-contained classroom in Clovis Unified with structured support and 1-1 coaching from Special Education faculty.

Student admitted to program under Special Consideration due to not having passed the 2 CSETs on 06/18/2019.

Coordinator checked candidate’s transcripts and reviews progress each semester . In final semester,  Coordinator verified that all coursework passed. 2 CSETs remaining.

Coordinator also reviewed report of final semester grades once these were posted.

Upon completion of program in May 2021, student 2 chose not to attempt RICA exam or to apply for the preliminary credential   due to pending move out of state with family.
