Applying for Your Credential
After completing your program, you will need to submit an application for your teaching or services credential to the Credential Analyst in the Kremen School, Education Room 100. Do not send the Fresno State application directly to the Commission on Teacher Credentialing (CTC); you must apply through Fresno State.
Current Processing Fees:
- $25 Fresno State processing fee.
- $102.65 CTC processing fee will be paid online by credit/debit card. This fee will be less if you hold a valid Certificate of Clearance fee credit.
Reading Instruction Competence Assessment (RICA) Announcement
The Reading Instruction Competence Assessment (RICA) is being retired and will no
longer be offered after June 30, 2025. The Commission on Teacher Credentialing has
adopted a transition plan for the RICA Written Examination and RICA Video Performance Assessment pursuant to the Commission's work to implement Senate Bill 488 (Chap. 678, Stats. 2021) , commonly referred to as SB 488. Candidates who complete all other credential requirements
except for the RICA (not passed before July 1, 2025) will be required to take the
Foundations of Reading examination (see also PSA 24-10).
- Administrative Services Credential CTC requires 5 years of experience on a prerequisite teaching or services credential. The applicant must also hold a Clear credential. Contact the Credential Analyst, Pea Vang at pavang@mail.fresnostate.edu for more information if you have at least 3 years, but not the full 5 years of experience.

• If you are a Multiple Subject BAP Spanish or Hmong candidate and have completed all of the required courses for the BAP option, please check the BAP option box on the application. The bilingual authorization will be added to your MS credential at the same time.
• If you have completed the coursework for the Multiple Subject credential but have not completed the coursework for the BAP option, you can apply for your MS credential and add the bilingual authorization at a later time. Upload a copy of your Individual Development Plan for Induction (IDP) to your Tk20 account. Keep a copy for yourself and give a copy to your employing school district when you are enrolled in their induction program. A copy must also need to be submitted to the Credential Analyst when you apply for your credential.
Students completing the Multiple Subject, Single Subject and Education Specialist preliminary credential programs are asked to complete the CSU Exit Survey.

Be assured that your complete application will be processed as quickly as possible, usually within a few days; however, during peak periods such as January-March and June-September, it may take up to 15-20 working days.
There are two fees: Fresno State processing fee of $25 and a $102.65 Commission on Teacher Credentialing fee. The CTC fee is paid online by credit or debit card after your credential recommendation is submitted online to CTC. If you hold a valid Certificate of Clearance, you will have a fee credit that will be applied to your credential, so the CTC fee will be less than $102.65. If you are applying for a science or math credential, the $25 Fresno State fee will be waived. Indicate this by writing "MSTI fee waiver" on your credential application.
Candidates who completed their final clinical practice course in Fall 2020 or later were required to upload their IDP to their final Tk20 Clinical Practice Binder. Candidates have access to their Tk20 account for 7 years from the time of purchase.
Follow these instructions to locate your IDP:
- Log in to Tk20 with your Fresno State credentials (username and password)
- Select 'Field Experience' on the side navigation menu
- Open your final clinical practice binder and select the 'Individual Development Plan (IDP)' tab
- Download the attachment
If you are unable to log in to Tk20:
- Email ocp@mail.fresnostate.edu to request them to access your binder to download your IDP
- Include your student ID number and the semester and year that you completed your final clinical practice course
- If your IDP is on file, OCP will email it to you
If your IDP is not uploaded in Tk20 or if you completed the program prior to Fall 2020:
- Complete the IDP form with an administrator at your hiring district. The district can select which TPEs must be included.
- Email the completed form to your final clinical practice coach (or program coordinator if you're unable to contact your coach).
- If your coach or coordinator is unavailable to sign the IDP, the form can be signed by your school supervisor and their district's assigned induction coach.
Credentials are valid for 5 years with the exception of the Preliminary Speech Language Pathology Services credential, which is valid for 2 years. Administrative Services credentials are valid for five years--however, those credentials are tied to your prerequisite teaching or services credentials and will share the same expiration date.
If you already hold or held a Clear credential, please go to the CTC website at: www.ctc.ca.gov and click on "Renew your Document" and follow the instructions. You will need to create a User ID and password.
There are a couple ways to add on subject areas: supplementary authorizations or full credentials. There are different requirements if you hold a Multiple Subject credential and want to teach in a Single subject setting, or vice/versa. Please contact the Credential Analyst for additional information. See "Credential Information Links" above for information on supplementary authorizations.
Yes, CSET and RICA scores are valid for ten years from the initial date of passage. Scores must be valid at the time you apply for your Preliminary credential. The only exception when an expired score can be used for a Preliminary credential is if the scores were previously used towards an Intern credential.
CBEST scores do not expire.
